The mission of the Housing Authority of the City of Westbrook is to assist low and moderate income families with safe, decent, and affordable housing opportunities as they strive to achieve self-sufficiency and improve the quality of their lives. The Housing Authority is committed to operating in an efficient, ethical, and professional manner. The Housing Authority will create and maintain partnerships with its clients and appropriate community agencies in order to accomplish this mission.
Description:
To this day Westbrook Housing Authority strives continually to meet the challenges presented by the community as well as the families to whom it offers services in their plight towards self-sufficiency through the Family Self-Sufficiency and Section 8 Homeownership Programs. In addition WHA is involved in several support service programs through state and or federal government that allows the seniors we house the opportunity to remain independent for an extended period of time.
History:
After Westbrook Housing Authority (WHA) was founded in 1969, the appointed Board of Commissioners were assigned the task of establishing some general assistance housing units for the families and seniors of Westbrook. Several parcels of land were considered, and 60 units of elderly housing were designated for construction, today known as Riverview Terrace. Forty units of family housing, now known as Pine Knoll Terrace, were included in the same grant and constructed off Rte. #25 on Juniper Lane. During the early 70's, the City set some affordable housing goals for families and WHA responded by requesting 25 section 8 Certificates (vouchers) in the fall of 1975. Today, the number of Section 8 vouchers has grown to over 670 within the private market of which 175 are set aside for the disabled community. The Westbrook community has always had a unusually high senior population which has necessitated a demand for additional units of senior housing throughout WHA's history. To that end the following senior communities have been added to the Westbrook area from the late 70's to the present: Larrabee Woods: 25 units of Public Housing 1983 Larrabee Heights: 36 units of moderate income housing for seniors, 1988 Mill Brook Estates: 100 units of low income housing 1991 Larrabee Village: 150 units of low-income senior housing coupled with supportive services, this was a one in the nation grant award, 1997. Old Westbrook High School -Presumpscot Commons: 29 units of elderly housing, 2003.
