Kentucky River Foothills Development Council, Inc. is committed to the promise of helping people and changing lives. Our agency provides a comprehensive range of services for families and individuals. This organization is also referred to as Foothills Community Action Partnership. In a truly strong community, no family is expendable. Foothills Community Action Partnership believes that communities must work together - in partnership - to enable all persons to live with dignity, responsibility and opportunity. To support this vision, Foothills offers a myriad of services that promote stability and independence throughout the life cycle. Some of our programs include Head Start, senior services, home delivered meals, transportation, housing, weatherization, heating and cooling assistance, health care, etc.

History:
Kentucky River Foothills Development Council, Inc. is a community action agency. Established in 1962, Foothills embraces a philosophy of needs-based strategies and family-based services leading to family self-sufficiency and economic self-reliance. The agency provides a comprehensive range of services for low-income families and individuals. The agency’s more than 250+ employees represent a highly skilled, professional team of program developers, administrators, teachers, social workers, counselors, transportation drivers, and health care providers. Foothills is governed by a volunteer corporate board of directors whose members are active in community service in Clark, Estill, Madison and Powell counties.
