BHCA deals with a host of issues that concern its residents, including crime and drug trafficking, public safety, traffic calming, youth programming and education, the needs of the growing senior population, the shortage of meaningful employment, and the challenges of homeownership and home maintenance. In addition, BHCA is an information resource for residents and has published a free newspaper, The Blue Hills News, since 1989. BHCA sponsors political forums so that residents can meet public officials and candidates for office, alerts the neighborhood to issues affecting their welfare, and maintains relationships with key political and community leaders.
Block clubs are a key element to community organizing in Blue Hills and BHCA employs a full time block club coordinator to work with existing clubs and to help create new ones. Other centerpiece programs include the youth recreational programs, including boys' and girls' basketball leagues and life skills programs; youth employment and training programs, adult employment referral and jobs counseling programs; and programs for senior citizens. BHCA is actively involved in Hartford's new Rising Star program and offers educational programs on homeownership and home maintenance, often in collaboration with other groups.
BHCA is governed by a Board comprised entirely of community residents and has a staff of four professionals. Its offices are located on the campus of the Connecticut Institute for the Blind, which provides BHCA a number of in-kind services.

The Blue Hills Civic Association (BHCA), founded in 1962, is a non-profit, community-based organization whose purpose is to build a strong, caring Blue Hills community, to enhance the quality of life of neighborhood residents and, in so doing, to improve the city of Hartford. The Blue Hills neighborhood, located in northwest Hartford, is comprised of 3850 households and a small commercial area. The Blue Hills Civic Association, through its programs, advocacy and activities, plays a key role in keeping the neighborhood stable, attractive and a good place to live and work. BHCA is the oldest organization of its kind in the city of Hartford.
