Expand neighborhood awareness by organizing and disseminating information regarding issues that affect the daily lives of residents, enabling them to make critical decisions concerning their community. Provide guidance and structure to youth through comprehensive youth development programs,summer job readiness programs, and employment training services. Reduce unemployment and move adults towards economic self sufficiency through motivational and attitudinal employment and job training services. Elevate the vitality of seniors citizens by providing primary and preventative healthcare services, exercise programs, educational workshops, and group activities at senior centers. Improve the quality of family life through the organization of community events and development of outreach and intervention services aimed at meeting the needs of parents and preventing physical and psychological abuse in the home. Increase economic and community development by supporting and advising local business, reclaiming and restoring neighborhood areas, developing vacant sites, and providing home ownership investment and training.

SAND works to actively improve the overall physical,economic, and social conditions of the South Arsenal neighborhood in Hartford, Connecticut through advocacy,economic development,participating in public policy change, and through the delivery of direct services. Dedicated to providing comprehensive services and programs to solve the everyday problems facing the community, SAND strives to enrich the lives of women, men, youth, and families.
History:
Funded by the United Way, state and local municipalities, and donations from public and private foundations and corporations, SAND has a long history of responding to the needs of the South Arsenal and North Hartford residents. Established in 1968 in response to the federal Urban Renewal Act, SAND began its efforts by acquiring over 50 acres of land for affordable housing units. Following the development of nearly 300 units, SAND expanded its mission to include the provision of social services to the residents of the neighborhood.
