To promote the optimal development of children and families by leading Washington State in its efforts to prevent child abuse and neglect before it ever occurs.

Description:
The Council for Children & Families serves as a statewide resource to promote the optimal development of children and families by leading Washington State in its efforts to prevent child abuse and neglect. The Council funds and provides training, technical assistance, and support to community-based programs to increase their capacity to achieve measurable outcomes and sustainability. It works in partnership with organizations to leverage resources and address systemic barriers that reduce access to services and supports. The Council is an office of the governor / based in Seattle that functions like a nonprofit agency; the Children's Trust Fund of WA is a public charity / fund managed by the Council that is used to support child abuse and neglect prevention efforts. Our responsibilities (RCW.43.121) include leading public awareness/education campaigns(Post Partum Depression, www.speakup.wa.gov, and Shaken Baby Syndrome); sharing research & knowledge to promote prevention statewide; and funding community-based agencies that provide services that help strengthen families and promote healthy child development and early learning. Our focus is on families with children birth to three. We fund services and supports that are available universally to families with children, and those that meet the needs of famlies at risk. Funded programs include promising and evidence-based home visitation; parent education, mentoring and training; and crisis nurseries. We currently lead the Strengthening Famlies (through Early Care & Educaiton) Washington collaboration (www.strengtheningfamilies.wa.gov)and actively participate in a variety of advocacy efforts that support our policy goals.

History:
As a result of citizen advocacy, Children's Trust of WA was established by the Washington State Legislature in 1982 as one of the nation's first child abuse prevention-specific public agencies. It has a long track record of outstanding service to the community, and is a well-respeected leader of Washington's efforts to achieve better outcomes for children and families.
