Our goal is to promote and deliver rehabilitation support to the Fire and Emergency Services by providing our services professionally and efficiently in a timely, proactive manner.

Our purpose is to ensure that the physical and mental condition of personnel operating at the scene of an emergency or a training exercise does not deteriorate to a point that affects the safety and integrity of the operation. Emergency incident rehab should be applied to all emergency operations and training exercises where strenuous activity or exposure to heat or cold exists.

Description:
Countywide Fireground Rehab and Canteen Service is an all volunteer non-profit unit that offer its services to Fire Fighters, Police & Emergency Services throughout Passaic County, New Jersey and nearby communities as situations may arise.

Our goal is to promote and deliver rehabilitation support to the Fire and Emergency Services by providing our services professionally and efficiently in a timely, proactive manner.

Our purpose is to ensure that the physical and mental condition of personnel operating at the scene of an emergency or a training exercise does not deteriorate to a point that affects the safety and integrity of the operation. Emergency incident rehab should be applied to all emergency operations and training exercises where strenuous activity or exposure to heat or cold exists.

Funding for our services is through direct donations and grant applications. Management of the group and dispatching is performed internally. We are not manned by fire buffs; our members take their station in emergency response services seriously.

All current members of Countywide have been certified through the Passaic County Public Safety Academy in Emergency Incident Rehab and as a stipulation of membership all new members will be required to do the same. Our members are encouraged to expand their knowledge of emergency services and are from time to time presented opportunities to take additional courses offered by the Academy, FEMA or the American Red Cross.

Countywide Fireground Rehab and Canteen Service will operate under the guidelines set forth by FEMA, IAFF, & IFSTA.

History:
Tri-State Emergency Communications was founded in 2002 by a group of people that felt the
urgent need for an organization that would provide crucial public services should a natural or man
made disaster occur. The original founders felt helpless on 9/11/01 and wanted to help in any
way they could utilizing their skills in the construction, telecommunications and public safety fields
but amidst all the chaos could not find an organized effort this side of the river to offer their
services. The initial concept was simple, we create a group that will be prepared to respond at a
moments notice to assist with our available skills, equipment and manpower and let all first
responder organizations know we are here and what we have to offer.
In Late May 2003 talk between Jim Battista (Deputy Chief JCES), Dwayne Brown (Captain

  • , and Vince Caruso (Captain JCES and the trustee of the TEC charter) Started to discuss
the possibility of resurrecting Tri-State Emergency Communications and perhaps chartering the
Team with REACT International. While reading this you may be thinking well what happened with
JCES and the answer is that the organization although properly structured in our collective
opinion was not going to go anywhere anytime soon because there was no clear cut plan of
action or roster of actual members that would respond should anything ever happen. Serious
talks started on or about June 1st 2003 and we held our first official meeting on June 9, 2003.
The main goal of TEC is to help in times of need and to do so with specialized response teams
which compliment each other such as Radio Communications, Fire Scene Rehab, and Scene
Lighting. Additionally we will be continually monitoring CB channel 9, FRS Channel 1, GMRS 675,
Ham Bands and Marine Distress Channels for emergency traffic and traveler assistance.
We feel that these are not unattainable goals if the membership is dedicated enough to give back
to the communities in which we live.
