PACT develops and operates community based corrections programs which serve youth, adults, prisoners, ex-offenders, probationers, parolees, victims and witnesses, as well as families of the above and others who are directly or indirectly affected by the criminal justice system anywhere in the U.S. PACT also serves as a public resource center for information and training related to these purposes. Our Mission, then, is to provide and promote opportunities for community involvement in restorative justice.

PACT is a nonprofit criminal justice agency that is dedicated to offender accountability, victim reparation, and community safety. PACT operates eleven community based programs in Porter County. These programs include Victim Offender Reconciliation, Community Mediation, Community Service Restitution, Day Reporting Center, Electronic Monitoring, Stop Abuse and Violence Through Education, Constructive Anger Learning Methods, Project Pro, Victim Impact Panel, National Curriculum Training Institute, and the Valparaiso University Sanctions component. Victim, offender, and community needs are addressed with a cost-effective rehabilitative approach for community retribution. PACT's community-based plan demonstrates a coordinated effort to utilize the community as a correctional influence by involving citizens in the criminal justice process.
History:
PACT has impacted the areas of crime and corrections in Indiana and throughout the U.S. through its development of model programs. PACT provides community-based programming that attempts to address the needs of victims, offenders, and the community. PACT continues to be a nationally recognized pioneer in criminal justice, having served as one of seven federally funded community service pilot programs, having established the first victim offender reconciliation program in the nation and the first comprehensive day reporting center in the state, and having co-authored the Indiana Community Corrections Act. PACT believes that as crime is often rooted in many of our community structures, institutions and values, its solution is ultimately to be found within our communities and their various resources.
