HRDC's mission is to To empower people in need through mobilizing and developing community resources by creating opportunities for success in Big Horn, Carbon, Stillwater, Sweet Grass and Yellowstone counties.

HRDC is a non-profit organization serving Yellowstone, Big Horn, Carbon, Stillwater and Sweet Grass Counties. We provide a variety of services for economically disadvantaged populations. We focus on the goals for self-sufficiency and community development. Our services include Childcare Resources, Commodity Food Distribution, Growth thru Art, Housing programs, Job Training, Microbusiness Development and Weatherization.
History:
In 1966 the Community Action Program (CAP) of Billings in Yellowstone County was incorporated to address the needs of disadvantaged populations as a result of the Economic Opportunity Act of 1964. In 1975 CAP became known as District 7 Human Resources Development Council. Over the years HRDC has assisted in the development of many community based programs including the Billings Food Bank, Capital Opportunities, and Montana Conservation Corps. HRDC has help thounds of people reached their goals toward self suffiency.
