The CCRCD provides an organized means for local communities to carry out soil, water and related natural resource conservation programs. The RCD is a non-regulatory agency that works with community members to achieve their goals through voluntary, cooperative efforts.
History:
The organization was established over 60 years ago as the Soil Conservation District in order to help farmers carry out soil and water conservation projects in the 1940s. In the 1950s and 60s the SCD addressed new flooding problems encountered by rapidly growing suburbs. In 1971 the SCD became the "RCD", expanding its focus of soil and water to the related resources of plants, fish and wildlife. In the 1970s a new federal concern with water quality, marked by the passage of the Clean Water Act in 1972, brought programs aimed at reducing water pollution, particularly through the control of erosion in construction and road projects. In the mid-'90s, the RCD expanded its activities to include watershed management planning. Drawing on its traditional abilities to forge partnerships and provide technical expertise, the RCD has sponsored 4 watershed planning efforts to date (Alhambra, Kirker, Mt. Diablo and Marsh Creek Watersheds).
