Victory’s Mission • To benefit communities by providing and developing barrier-free, safe housing. • To provide specially trained staff to supervise, assist and encourage each consumer (s) through their task of daily living and to assure the delivery of medical, nursing, therapeutic and social support services on an as needed basis to ensure each consumer (s) health and welfare. • To foster a philosophy of reunification with disabled individuals and their family when appropriate. • To promote and provide independent living and assisted living services through community outreach for the disabled disadvantaged as well as access to support services in their communities. • To foster community integration through social interaction with neighborhood groups and a mixture of residential site locations. • To foster public awareness and encourage community support for the special needs populations in our communities and those which Victory Support Services serves regardless of race, color, religious creed, disability, handicap, ancestry, national origin, age, sex or language.

Victory Shelter Programs, Inc. is a non-stock Pennsylvania non-profit corporation with 501c3 status. Victory's primary purpose is to provide a host of full service emergency shelter services to the homeless living with special needs and serious illness. Victory's overall goal is to provide comprehensive, residential services to individuals living with physical, mental and developmental disabilities in accordance with Federal, State, and Local requirements.
History:
HISTORY OF COMMUNITY SERVICE From 2000 to date, VICTORY successfully operates a special needs shelter and licensed personal care facility rendering services to The City of Philadelphia’s Office of Emergency Shelter and Services and other outreach agencies. Currently, Victory has been able to take in over 500 disabled homeless people off the streets of our city and has help countless individuals and families in crisis link up with support services which prevented them from becoming homeless. Victory Shelter Programs, Inc. vision is to provide emergency shelter services to the homeless, implement fund raising campaigns to build barrier free housing to primarily benefit the disabled homeless, provide outreach service activities, mentoring youth and young adults about aspiring to a life of social and community services. Victory Shelter Programs is also active in providing residential and support services to local government, veterans affairs health and human services agencies.
